Preheat the Oven: Preheat your oven to 450°F (232°C). Prepare a 9x13 inch baking dish by greasing it with cooking spray or butter.

    Mix Dry Ingredients: In a large bowl, whisk together the all-purpose flour, baking powder, baking soda, salt, sugar, and garlic powder (if using).
